ASEAN SOCIO-CULTURAL COMMUNITY 2025
Introduction
The ASEAN Socio-Cultural Community (ASCC) Council Meeting is a scheduled Ministerial level meeting organised twice a year to discuss key socio-cultural issues in the ASEAN region. Supported by Senior Officials Committee for the ASCC (SOCA) meetings, ASCC advances ASEAN's socio-cultural agenda through regional projects, cultural exchange, and partnerships with international organisations.
The Ministry of Tourism, Arts and Culture of Malaysia (MOTAC) warmly welcomes all delegates to the 38th SOCA Meeting and 33rd ASCC Meeting which will be held from 22 - 26 April 2025 in Kuching, Sarawak.
Background ASCC 2025
The ASEAN Socio-Cultural Community is the result of the ASEAN Concord II Declaration (Bali Concord II) in Bali, Indonesia on 7 October 2003 which agreed to realise the ASEAN Vision 2020 through the creation of the ASEAN Community by 2020. To ensure that ASEAN develops as a more effective, integrated, rules-based and people-oriented regional organisation, the ASEAN Charter was drafted and signed by the ASEAN Member States at the 13th ASEAN Summit on 20 November 2007.
The ASEAN Charter, which came into effect on 15 December 2008, stipulated that three main communities would be established, namely the Political and Security Community, the Economic Community and the Socio-Cultural Community, all of which aim to create peace and stability in the ASEAN region.
The ASEAN Charter, among others also requires the ASEAN Chairman to host 2 ASEAN Summits and Related Summits, Meetings of the ASEAN Coordinating Council, Meetings of the 3 ASEAN Community Councils, Meetings of ASEAN Sectoral Bodies at Ministerial level and Meetings of the ASEAN Permanent Representatives Committee. The ASEAN Community Council consists of the ASEAN Political-Security Community Council, the ASEAN Economic Community Council and the ASEAN Socio-Cultural Community Council.

There are 15 sectoral bodies under the socio-cultural pillar:

- ASEAN Ministerial Meeting on Social Welfare and Development (AMMSWD)
- ASEAN Ministers on Rural Development and Poverty Eradication (AMRDPE)
- ASEAN Ministerial Meeting on Sports (AMMS)
- ASEAN Ministerial Meeting on Women (AMMW)
- ASEAN Labour Ministers Meeting (ALLM)

At the sectoral level, MOTAC is currently the Chair of AMCA (2024-2026). The 11th AMCA was held on 21-26 October 2024 in Melaka with the theme “Bridging Cultures, Building Futures: Unity in Diversity.
The AMCA Meeting is a biennial event established to enhance regional cooperation in culture and arts among ASEAN Member States. It provides a platform to discuss and implement policies that promote cultural understanding, preservation and collaboration. Supported by the Senior Officials Responsible for Culture and Arts (SOMCA) meetings, AMCA advances ASEAN's cultural agenda through regional projects, cultural exchange, and partnerships with international organisations.
Held back-to-back with the 11th AMCA was the 20th SOMCA, 11th AMCA with Dialogue Partners and related meetings. The AMCA flagship event, i.e. The ASEAN Festival of Arts was co-hosted by the State of Melaka.

Delegates entering Malaysia are required to hold a passport valid for six (6) months or more from the arrival date. The delegates who are required to apply for a visa to enter Malaysia must first apply at any Malaysia Representative Office abroad or the e-visa Portal at https://malaysiavisa.imi.gov.my/. Yellow fever vaccination is mandatory for travelers traveling over 12 hours through high-risk countries, and those without a valid certificate face a six (6) day quarantine or are not permitted to enter Malaysia.
As of 1 January 2024, all foreign nationals are required to complete the Malaysia Digital Arrival Card (MDAC) three (3) days before arrival via https://imigresen-online.imi.gov.my/mdac/main except those listed below:
Other than those listed, delegates are required to show MDAC at the immigration counters.
Under the provisions of the Customs Act 1967 (Amendment) 2019 and the Customs Regulations 2019, tourists or travelers entering or leaving Malaysia are required to declare all taxable goods, prohibited items, cash amounts, and negotiable monetary instruments (NMIs) in their possession, whether carried or contained in any of their luggage or vehicles.
Failure to declare or making a false declaration is an offense and will be subject to legal action under the Customs Act 1967. Further details on custom regulation and procedure via http://www.customs.gov.my/en.
Please be advised that the organising committee will provide complimentary hotel transfers between Kuching International Airport to Sheraton Kuching Hotel on the designated dates. All delegates are advised to book flights directly to Kuching International Airport. Ground transportation will be provided from KIA and throughout the whole official programme. Delegates are kindly requested to arrange their own transportation to the meeting venue if their travel requirements fall outside the aforementioned dates.

Distinctive and separate lapel pins will be provided for ASCC Ministers, ASEAN Secretary General, SOCA Leaders and ASEAN Deputy Secretary General. Lapel pins must be worn and visible at all times during the meeting.
All registered delegates will be provided with Accreditation Badges, which must be worn and visible at all times during the meetings and related events. Access will be denied to non-accredited individuals and those who make improper use of their badges. Appropriate security arrangements and screening will be implemented and all individuals entering the event premises will be subject to security screening.
In case of any lost badges, delegates should notify their respective Liaison Officers to promptly report to the MOTAC ASCC Secretariat for the issuance of new badges.

To use personal devices, please note that Malaysia's standard electrical power supply is 240 V and 50Hz. Based on British standards, the power plug socket is type G (3-pin). The committee will provide the extension cord in the meeting venue to allow delegates to recharge their devices when needed. It is suggested to bring a universal adapter.
The Malaysian Ringgit is the currency unit used with the code MYR. Ringgit includes a banknote worth RM100, RM50, RM20, RM10, RM5, RM1, and 50 sen (cent) coins as well as 20 sen, 10 sen, and 5 sen coins. Malaysian payment systems are also enabled in cashless payment methods via debit cards, credit cards, and digital payment.
Malaysia Emergency Response Services (MERS) 999 is an integrated system consisting of the Royal Malaysian Police (RMP), the Fire and Rescue Department of Malaysia (FRDM), the Ministry of Health Malaysia (MOH), etc.
Delegates may be photographed or filmed by the official host photographers. Photos and a video compilation of the 33 ASEAN Socio-Cultural Community will be available on the ASCC 2025 official drive.

OPTION 1 : Annah Rais Cultural Heritage Tour

Annah Rais Longhouse, one of the last remaining traditional Bidayuh tribe’s longhouses in Kuching, which the delegates can experience the culture of the tribe as well as learn about the unique architectural features of the house. Other than that, explore this living Bidayuh village and learn about the culture of the Land Dayaks who were once headhunters. Located about 60km away from Kuching and the scenic drive takes around 90 minutes, the centuries old longhouse, is mostly constructed from wood and bamboo from the surrounding jungle, houses over 80 families and boasts a history of 200 years of existence.
Step into the sacred room where old human skulls are still worshipped. Stop by and meet one of the most families in the longhouse to enjoy freshly cooked chicken and wild jungle vegetables on the tanju (patio) of the longhouse, and enjoy traditional music instrument and cultural performance.
OPTION 2 : Sarawak Cultural Village

Known as a “living museum,” the Sarawak Cultural Village is an interactive cultural experience showcasing traditional longhouses and cultural performances from various Sarawak ethnic groups, including Iban, Bidayuh, and Melanau.
The Sarawak Cultural Village in Kuching provides an immersive experience of the state's indigenous cultures, with traditional longhouses and cultural performances. Enjoy a 45-minute awardwinning multi-ethnic dance performance and participate in unique cultural activities such as spinning a Malay top, practicing Iban blowpipe hunting, and making Penan sago flour.

A GLIMPSE INTO SARAWAK HISTORY
Sarawak is a region rich in history. Its story stretches back thousands of years, shaped by indigenous peoples, colonial influence, and a gradual integration into modern Malaysia. Sarawak's modern history began in the early 19th century when James Brooke, a British adventurer, arrived in the region. In 1841, Brooke was appointed Rajah of Sarawak by the Sultan of Brunei in recognition of his assistance in quelling a rebellion. He established the Brooke Dynasty, which ruled Sarawak for over a century. After World War II, Sarawak transitioned from a British protectorate to a self-governing colony in 1963. Later that year, Sarawak, along with Sabah and the Federation of Malaya, became part of the newly formed Federation of Malaysia.

The ASEAN Chairmanship 2025 logo was officially introduced by the Prime Minister, YAB. Dato' Seri Anwar bin Ibrahim , during the Closing Ceremony of the 44th and 45th ASEAN Summits in Vientiane, Lao PDR, on 11 October 2024.
Cultural Representation
The logo is inspired by the Hibiscus (Hibiscus rosa-sinensis), Malaysia’s national flower, which can also be found in all ASEAN Member States (AMS). This flower symbolises the region’s rich culture, unity, and identity.
The colors used in the logo (blue, red, yellow, and white) represent the primary colors of the flags of all AMS.
The stigma of the flower pointing to the right symbolises Malaysia’s role as Chair, driving ASEAN forward. The core values of Malaysia MADANI, i.e. Sustainability, Compassion, Respect, Innovation, Prosperity, and Trust, are represented by the 6 dots at the tip of the flower’s stigma. These values serve as the foundation for Malaysia’s vision as ASEAN Chair.
The inward-curving five petals surrounding the ASEAN logo reflect inclusivity, reinforcing Malaysia’s vision for a peaceful, stable, and prosperous ASEAN region.
